McNeal was the President of Earth prior to Richard Nixon. When the Omicronians invaded he quickly surrendered until they said they wanted a McNeal, though they wanted a McNeal from an old TV show. He ordered Zapp Brannigan to lead an attack that ended in failure on them, then he was taken to them and killed after sucking up to them when Lrrr vaporized him with a laser gun. He was voiced by Billy West.
